Position Summary

The City of Arnold is a thriving and accessible city seeking a Planner to support a broad range of planning, zoning, and development review functions. This position plays a key role in the administration, interpretation, enforcement, and amendment of City codes related to land use and development, as well as coordination with external agencies and partners. Qualified candidates may be considered for advanced placement in the Senior Planner role. Salary $62,975 annually or DOQ

 

Essential Duties and Responsibilities

  • Performs advanced professional work related to variety of planning assignments
  • Assists Community Development Director with applying legal codes and well-established policies and procedures to individual cases with many variables and considerations, exercising independent judgment in interpreting codes, reviewing development plans, inspecting sites, identifying and resolving violations.
  • Assists with administering City codes related to development including responding to inquiries, reviewing subdivision plats and site plans, inspecting sites, interpreting and explaining codes, investigating code complaints, and initiating appropriate action for non-compliance.
  • Assists with reviewing internal code amendments and external applications for zoning changes, subdivisions, site plans, and conditional use permits and variances within the City, including reviewing documentation for compliance with the comprehensive plan, communicating with applicants, resolving problems, and making formal recommendations for approval or denial to Planning Commission, City Council and Board of Adjustment.
  • Performs site visits and exterior inspections to verify conformance or non-conformance with City codes.
  • Acts as point of contact for the City’s GIS systems and serves as the City’s Census liaison.
  • Assists office visitors and callers as needed, receiving inquiries, researching records and policies, and providing information.
  • Provides staff support for Planning Commission, Board of Adjustment, City Council, and other meetings as assigned.
  • Performs other duties as assigned.

 

Required Minimum Education/Experience

Bachelor’s degree from a four-year college or university; or four to five years related experience and/or training; or equivalent combination of education and experience. Degree in planning, community development, GIS, geography, or other closely related field.

Preferred Additional Education/Experience

  • One to two years related working experience and/or training; American Institute of Certified Planners (AICP) certification
  • Familiarity with Esri GIS tools and software

 

Misc. Ability Requirements

  • Ability to effectively communicate orally and in writing with coworkers, other City departments, Planning Commission, City Council, Board of Adjustment and the public, including being sensitive to professional ethics, gender, cultural diversities and disabilities.
  • Ability to maintain accurate records, prepare detailed reports, and properly operate office equipment, including computer, printer, typewriter, calculator, copier, fax machine, transcriber, cameras, video recorder and telephone.
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.  Ability to write reports, business correspondence, and procedure manuals. 
  • Ability to work extended hours and attend night meetings.
  • Ability to work independently with minimum supervision, often under time pressure.
  • Ability to work on several tasks at the same time and complete assignments effectively amidst frequent distractions and interruptions.
  • Ability to work well with coworkers and desire to work in a team atmosphere.
  • Ability to work with diverse interest groups.
  • Knowledge and ability to make practical application of state and local ordinances related to development. 
  • Knowledge and experience in the use of GIS and related software applications. 
  • Knowledge of planning trends and activities in other communities.
  • Knowledge of standard English grammar, spelling and punctuation.

 

Required Tools/Proficiency

Personal computer (utilizing Microsoft Office Suite, Esri GIS software, permitting processing software, Adobe Acrobat, Zoom), motor vehicle, desk phone, and multifunction printer (scan, copy, fax)

Compensation & Benefits

The City of Arnold offers a comprehensive benefits package, which includes paid vacation, sick leave, holidays, and employee health, dental, vision, prescription, and disability. 100% of the monthly premium for basic health coverage is funded by the City for single coverage. Pension is with the Missouri Local Government Employees Retirement System (MO LAGERS L6).
