Community Mobility Planner

Full-time reduced work week (30 hours per week) with benefits.

About the Role

Trailnet is seeking a multi-modal transportation planning specialist to support and manage projects that improve mobility, safety, and equity in the St. Louis metropolitan area through data-driven planning, community engagement, and creative problem solving. 

The ideal candidate brings technical planning skills, experience conducting research, and a passion for creating more walkable, bikeable, and transit-friendly places that align with Complete Streets principles. 

The Community Mobility Planner will work on a variety of project types across the St. Louis region — from creating design solutions for local streets, to managing Safe Routes to School programs, to collaboratively developing long-range transportation strategies. Work will involve regular coordination with community stakeholders to co-develop solutions to improve transportation systems for everyone.

Core Responsibilities

Community Engagement & Partner Development (~25%)

  • Lead and support engagement activities such as community meetings, walk audits, surveys, and pop-up events to gather input and build trust with residents.

  • Develop accessible outreach materials and strategies to communicate transportation planning concepts, project updates, and opportunities for input to diverse audiences using a variety of platforms (print, digital, in-person).

  • Foster partnerships with local stakeholders including schools, neighborhood groups, and city officials to co-create mobility solutions that reflect community needs and promote walking, biking, and transit access. 

 

Data Collection and Analysis (~25%)

  • Design and implement data collection efforts such as pedestrian and bike counts, traffic observations, and surveys to assess mobility conditions and inform project planning.

  • Analyze quantitative and qualitative data to identify transportation barriers, equity gaps, and opportunities for infrastructure improvements, using tools like GIS, Excel, and data visualization software.

  • Translate findings into clear, actionable insights through maps, reports, and presentations that support advocacy, community engagement, and policy recommendations.

 

Multi-Modal Transportation Plan Development and Presentation (~25%)

  • Prepare clear, compelling planning documents including maps, concept designs, and written recommendations tailored to both technical and non-technical audiences.

  • Present plans and proposals to stakeholders — including community members, city staff, and elected officials — to build support, explain planning processes, and advocate for implementation.

 

General Project Management and Coordination (~25%)

  • Coordinate multiple planning projects from start to finish, managing timelines, deliverables, and communication across internal teams, consultants, and community partners.

  • Track progress and ensure accountability by maintaining project schedules, documenting activities, and facilitating regular check-ins with stakeholders and collaborators.

  • Support grant and contract compliance by helping to prepare reports, maintain documentation, and ensure projects align with funder and organizational goals.

 

Qualifications

  • Bachelor’s degree in a relevant field (Urban Planning, Public Health, Environmental Sciences, Urban Design, Architecture) OR a Bachelor’s degree in an unrelated field and 2+ years of additional experience in a relevant field (see description below)

  • Demonstrated professional experience (including internships) in a relevant field

 

Required Skills

  • A solid proficiency in GIS software (ArcGIS preferred) and demonstrated spatial acuity.

  • Knowledge of local and national transportation and engineering guidelines (e.g., NACTO, MUTCD, Complete Streets).

  • Knowledge of data collection and analysis methods (qualitative and quantitative).

  • Experience in the design and preparation of reports and studies.

  • Strong organizational and project management skills.

  • The ability to present ideas and findings clearly and concisely.

  • Proven ability to establish and maintain effective working relationships.

  • Strong familiarity with the Google Suite.

  • Ability to drive a vehicle. A Driver’s license is required.

 

Physical Requirements

  • Work is performed in an office environment and requires the ability to operate standard office equipment, phone and keyboards. Must have the ability to move about inside the office to access file cabinets or other equipment. 

  • Move weighted materials up to 30 lbs including tires, sandbags, tents from the ground to the bed of a vehicle and to locations up to 100 yards away.

  • Communicate on the phone, in person, and in front of groups.

  • Occasionally works in outdoor weather conditions.

  • The ability to observe details at various distances.

  • Able to drive a vehicle to local meetings and events, including a large van for pop-up events.

 

Reporting Relationships

The Community Mobility Planner reports to the Community Planning Manager, and works closely with the CEO, COO and Advocacy and Community Programs Coordinator. The Community Mobility Planner may occasionally help mentor and train seasonal interns, but will not have direct supervisory responsibility.

 

Work Conditions

Trailnet’s office is located in Downtown St. Louis. The position is largely based in an office environment with work-from-home options and flexibility, but regular local travel around the metro region will be required. Most work will be done during normal working hours Monday-Friday, but some evening and weekend work is required. You must be comfortable with working outdoors and have flexibility with work location/times. For virtual/remote work, a dependable high-speed internet is needed for video calls.

Off-site work may include (but is not limited to): supporting long-distance bike rides and community rides throughout spring, summer, and fall; conducting walk audits and site assessments; organizing community events and stakeholder meetings; designing and conducting tactical urbanism pop-up demonstrations.

Reliable transportation is required. Trailnet has a shared vehicle that employees can use for business meetings and trips.
