PRIMARY PURPOSE:
Plans directs and coordinates the full range of community development activities, including planning, building, zoning administration, code enforcement, economic development, housing, and the administration and implementation of city ordinances.
SUPERVISION:
Under general supervision of the City Administration, but is expected to exercise considerable independence and personal discretion in departmental operations in conformance with City ordinances and policies.
SUPERVISORY RESPONSIBILITIES:
Direct supervision of employees in the Planning & Development Department.
DESCRIPTION OF WORK:
ESSENTIAL FUNCTIONS:
- Plans, organizes, and directs all activities of the Planning Department. This includes the assignment, coordination, review, and evaluation of the work of subordinates.
- Conducts and coordinates special studies related to planning and zoning.
- Reviews and recommends changes/additions to city zoning and building ordinances; cooperates with Planning and Zoning Commission in writing, revising, and updating Comprehensive Plan and zoning code amendments; and participates in meetings as required.
- Coordinates and provides reports to the Planning & Zoning Commission, Board of Aldermen, Ozark Historic River District, or other organizations that may be necessary.
- Serves as principle representative of the city in coordinating with the county and surrounding agencies in the region on planning matters within the area.
- Implements goals, objectives, and policies of the city’s comprehensive plan and provides long-range policy guidance by recommending and formulating amendments to the Comprehensive Plan.
- Reviews plans and specifications of public and/or private engineering projects.
- Monitors and analyzes Federal and State legislation and regulations relating to economic and community development to determine the impact of changing regulatory requirements.
- Develops economic development and housing program resources; responds to inquiries and works with individuals interested in pursuing the development of projects; makes referrals to financing agencies; develops working relationships with Federal, State, and other local and non-project agencies offering economic development and housing assistance programs.
- Serves as City coordinator to provide assistance to prospects for industrial and commercial and business development; maintains contact with prospects, arranges meetings; and performs tasks necessary to facilitate prospects’ decisions.
- Performs other duties as assigned.
IMPORTANT FUNCTIONS:
- Attend seminars, workshops, and other training for professional development purposes.
- Reading and writing; giving and receiving oral instructions; oral communication with public; oral presentations at meetings; ability to work long hours occasionally; driving motor vehicle.
- Works cooperatively with various departments.
- Performs related work as required.
QUALIFICATIONS REQUIRED:
Any combination of education, training, and experience providing the following knowledge, skills, and abilities:
EXPERIENCE, EDUCATION & TRAINING:
- Five(5) years of experience in planning and development, creating and managing community and economic development programs, or similar experience.
- Education should be equivalent to graduation from an accredited university college with a degree in Planning, Public Administration, Architecture, Landscape Architecture, or a similar profession.
- Proven implementation of community and economic development programs and knowledge of planning, zoning, development, and building codes.

PHYSICAL REQUIREMENTS:
Makes periodic inspections involving bending, squatting, kneeling, and reaching ground level and overhead; holds and grips objects; lifts, carries, and pulls up to 100 lbs; can operate computer keyboards and copy fax machines.
WORKING ENVIRONMENT:
Primarily indoors, with heating and cooling regulated in a general office environment. It May be subject to extreme weather.
LICENSING / CERTIFICATION:
Must possess a valid Missouri Motor Vehicle operator’s license.
MISCELLANEOUS REQUIREMENTS:
- Must pass pre-employment drug testing.
- Subject to emergency call-in.
