The Mid-America Regional Council (MARC) is seeking a highly responsible individual to lead the creation of a new Regional Housing Partnership. This position will help MARC and its partners achieve the vision of building an effective housing system that expands and sustains access to quality, affordable housing and promotes regional prosperity. The Partnership will research, plan, support and facilitate the preservation and creation of affordable housing units, while strengthening the capacity of the civic infrastructure to address housing challenges on an ongoing basis. Work will be focused in seven areas: data & analysis; networked leadership; financing tools; production capacity; rental & homeownership resources; policy and education.

The Housing Program Manager will lead the establishment of a new Regional Housing Partnership within the Local Government Services Program of the Community Development Department. MARC’s Local Government Services Program has a reputation for innovation and excellence in delivering regional shared services and collaborative efforts such as the Kansas City Regional Purchasing Cooperative, Government Training Institute, Cybersecurity Initiative and First Suburbs Coalition.
About this position
The Housing Program Manager has a unique career opportunity to effect systems-level change by developing a new program from the ground up. Strong leadership and coordination is required to accomplish the following priorities for the first year:
- Develop relationships with partner agencies and establish the division of partnership duties and communication protocols for accomplishing joint objectives.
- Establish and coordinate the Regional Housing Partnership steering committee to help set regional goals and advise on priorities for each element of an effective housing system.
- Hire and oversee consultant(s) to develop a business plan for a regional Community Land Trust (CLT) model or other similar strategies such as a regional housing trust fund or regional housing land bank/trust.
- Explore and develop strategies to support successful attraction and investment of new federal housing resources in the region.
- Establish partnerships with non-profit developers to facilitate rehabilitation and production in multiple communities across the region.
- Hire and oversee consultant(s) to explore and implement strategies to expand capacity of personal financial support services to serve first-time home buyers.
- Work with MARC’s Research Services Department to launch a Regional Housing Data Hub to define housing problems at the local and regional scales and track effectiveness of various housing strategies to support housing solutions.
This position is fully funded for one-year, and MARC is actively pursuing additional funding. There are strong indications of support from regional partners that give MARC confidence to proceed with hiring in anticipation of additional financial support. The Program Manager will assist with grant applications and administration to ensure a sustainable funding model for the Regional Housing Partnership.
The following qualifications are preferred requirements for this role. An alternative combination of education and experience that aligns with the job description will be considered.
- Bachelors level degree from an accredited college or university in urban planning, community & regional planning, project management, public administration or a related field.
- A minimum of four years of experience in project management, local government management, non-profit management, planning and development or related fields.
- Experience in effectively working with diverse stakeholders.
- Experience in developing and implementing new programs.
- Knowledge of housing, community development, real estate, local government and related fields.
Skills, knowledge and abilities

- Excellent project management and time management skills.
- Successful history of collaboration with a broad array of stakeholders.
- Experience with grant applications and grant administration including financial management.
- Excellent written and oral communication skills.
- Experience with Microsoft Office applications.
MARC offers a hybrid work schedule to allow employees to work remotely up to two days per week in addition to opportunities for flexible scheduling. The position is external facing and may require periodic travel within the nine-county region for stakeholder engagement.
The starting salary for this position is estimated at $70,000, depending upon qualifications. MARC offers an attractive team-oriented work environment along with a competitive fringe benefit package.
