CITY PLANNER JOB DESCRIPTION
JOB SUMMARY
This position performs a variety of professional and technical duties related to planning, zoning and development issues using the exercise of discretion and independent judgment. The nature of the work performed requires that an employee establish and maintain effective working relationships with assigned supervisors, other City employees, and the general public. The position serves as staff to the Planning and Zoning Commission and is required to attend meetings on certain weeknights and occasionally on weekends.

ESSENTIAL JOB FUNCTIONS
 Administers the Zoning Code, Sign Code, and Landscape Code by implementing new regulations, answering inquiries, and coordinating with the public and development community
 Conducts research on planning-related issues for the City, the Planning and Zoning Commission, and the Board of Aldermen
 Processes applications for site plans, rezoning, conditional use permits, etc… and advises applicants of Code and submittal requirements
 Prepares staff reports, makes recommendations and oral presentations to the Planning and Zoning Commission and Board of Aldermen
 Prepares and maintains various planning maps, files, graphics, and records and assists other Departments with mapping needs
 Interprets applicable state, county, and local laws as they pertain to land use and other related policies
 Provides long-term planning services
 Administers GIS system for all City Departments
 Updates and maintains statistical records, including but not limited to land use trends, population trends, planning and zoning applications, etc…
 Prepares public hearing notices, agendas and packet materials for the Planning and Zoning Commission
 Assists with updates to and maintenance of Comprehensive Plan
 Identifies community problems, issues, and opportunities that could be mitigated through better community planning
 Assists with zoning-related code violations
 Attend evening and weekend meetings, as required
 Other duties as assigned
MINIMUM QUALIFICATIONS
 Bachelor’s Degree in Planning or a closely related field
 At least two (2) years’ experience in a planner position for a municipal or local entity
 AICP Certification is preferred
SKILLS, KNOWLEDGE AND ABILITIES REQUIRED
 Thorough knowledge of zoning laws and comprehensive plans including their formation, process of adoption, and enforcement
 Knowledge of principles and practices of modern urban planning and development; state and local laws that govern the development and use of land; basic real estate practices and procedures; computer data base and word processing applications, and Arcview GIS software; cartography
 Extensive knowledge of planning programs and processes
 Working knowledge of Microsoft Office, industry standard GIS applications, and Adobe Creative Suite
 Skill in the area of site planning, including both site design and development review
 Superior communication and interpersonal skills
 Understand and follow complex oral and written instructions and present ideas orally and in writing
 Handle confidential/sensitive matters in a professional manner
 Work with deadlines
 Communicate effectively and professionally with elected officials, business owners, and the public
 Ability to review development proposals for consistency with approved planning and development regulations; prepare written reports in a clear, concise manner to convey development issues and staff recommendations
 Convey complex concepts in oral presentations to diverse individuals and groups of citizens
 Organize information and data for presentation so that issues, facts, and solutions are easily communicated;
 Manage routine tasks and special assignments to complete assigned duties in a timely, accurate, and professional manner.

Starting Salary: $61,206-$64,266. Benefits include 11 ½ paid holidays, sick and vacation time, health, dental, vision and life Insurance, and retirement benefits.
