Overview

The purpose of this session is to highlight community revitalization efforts in the Unified Government of Wyandotte County and Kansas City, Kansas. In 2016, staff from multiple departments coordinated to discuss concerns regarding rental properties, property maintenance, vacant and abandoned housing, and overall neighborhood safety. To address concerns, Unified Government approved the SOAR program to promote neighborhood Stabilization, Occupation, And Revitalization. The five-year program addresses safety, appearance, and communication to fight blight in the community.

The session will share guidance and “lessons learned” regarding the unique initiative. The speaker will describe the multi-department process required to establish the SOAR program and policy and program changes that have occurred since implementation. The speaker will also share achievements over the past two years and how the Unified Government plans to continue forward over the next three years of the program. The session will conclude with a discussion about how other jurisdictions in the Kansas City region can apply elements of the SOAR program in their own communities.

Participants in this event will obtain knowledge regarding:

(1) coordination with multiple entities to implement a shared vision,

(2) strategies to address neighborhood blight,

(3) policies and programs to encourage community revitalization, and

(4) opportunities for local communities to apply similar initiatives.
